FLAGSTAFF, ARIZONA– Monday, October 20, 2014 – Shadows Foundation has partnered with Flagstaff Police Department to promote the “Better Bucks” Program that encourages people to give panhandlers vouchers for local goods. A book of five one dollar vouchers, which sells for five dollars, is not valid for purchases of alcohol, tobacco or other items that can be harmful.
